内生创新、人文发展与中国的能源效率   总被引:2,自引:0,他引:2  
基于内生经济增长理论,本文通过运用面板数据分析方法,重点讨论了内生创新和人文发展对中国能源效率的影响。研究结果表明,无论是全国层面的总体估计还是从东部、中部和西部的分区域估计,内生创新对中国的能源效率都产生着正面影响;人文发展状况总体上对能源效率的提高也具有正面的影响,但是人文发展中人均消费量的提高对能源效率的改善产生着负面的效应。内生创新和人文发展对能源效率的作用在中国东部、中部和西部地区不尽相同,这些作用一致呈现出由东部向中部再向西部地区逐渐递减的分布趋势。人文发展较内生创新而言对能源效率的贡献弹性更加显著。因此,从内生创新和人文发展的角度出发,通过有效措施把能源消费方式转变到依靠技术进步、人口与经济社会协调发展的内涵式消费方式上来,依然是提高中国能源效率的有效策略。  相似文献

能源在社会经济发展中具有重要作用。随着能源消耗量剧增,能源供需矛盾、环境问题日益突出,研究区域能源强度变化具有重要的现实意义。采用Laspeyres因素分解法,定量分析江苏省和安徽省的产业结构和产业效率对能源强度的影响。研究发现:(1)安徽省的能源强度高于江苏省的能源强度,不过差距在逐渐变小,利用重标极差法预测未来两省的能源强度会逐渐趋同;(2)江苏省的产业结构发展有减小能源强度的趋势,不过作用过程有波动;产业效率有利于降低能源强度;(3)安徽省的产业结构有助于增加能源强度,作用趋势还在增大,产业效率有利于降低能源强度,降低作用大于江苏省。因此本文提出目前同样的投入应该偏向欠发达地区或能源强度较高地区,这有利于快速取得降低能源强度的成效.  相似文献

With the foregrounding of “clean energy” policies by climate change concerns, the rhetorical constitution of “America” as a collective subject, mobilized to adopt the clean energy economy (CEE), becomes crucial. Here, I analyze the constitutive rhetoric of Pew Charitable Trusts’ landmark 2009 report on the CEE, drawing from the ventriloqual perspective to communication. I argue that this approach provides a more pragmatic, conversational understanding of the interpellative process constituting “America,” noting it to be hybridized and composed of various human and nonhuman agents. Tracing the ingoing interaction among agents—some manifest in the text, others spectral—sheds light on the complex relations of power at stake, recognizes the open-ended possibilities (and restrictions) of agency, and the role of material structures shaping environmental communication and policy.  相似文献

In this paper, the assessment and modelling of alternative renewable energy systems for Masirah Island is considered. The hybrid system that is simulated comprises various combinations of wind turbines and/or photovoltaic (PV) supplemented with diesel generators and short-term battery storage. It was found from the analysis that the PV–wind–diesel hybrid system, with battery unit, has the lowest cost values as compared to solar-only or wind–diesel hybrid systems. Furthermore, the study illustrates that for a given hybrid system the presence of battery storage will reduce diesel consumption. The decrease in carbon emission, the percentage of fuel savings, the cost of energy production and the effect of wind and PV penetration are also addressed in this paper. The PV–wind–diesel hybrid option is techno-economically viable for the electrification of the Masirah Island.  相似文献

世界范围内自然灾害等突发事件的增多趋势,使得应急管理成为一个重要而热门的研究领域.但是,关于突发性能源短缺应急体系的研究还很少.利用案例研究、统计分析和比较分析方法,本文研究了中国应对突发性能源短缺的应急体系.首先介绍了西方国家应对突发性石油短缺的基本经验,包括完善的应急法规体系、明晰的应急组织体系、有效的协同响应体系、庞大的应急储备体系:然后以中国2009年11月至2010年1月的突发性煤炭短缺为例,分析了其起因及其应急晌应过程,并通过与西方国家应对突发性石油短缺的对比,指出了中国突发性能源短缺应急体系的不足,包括应急监测预警不力、应急响应的组织化、协同化、信息化程度不高、应急储备体系尚未建立、应急响应缺乏制度保障和政策依据等;最后从应急法规体系、应急预案体系、应急组织体系、监测预警体系、应急储备体系五个方面,提出了中国构建突发性能源短缺应急体系的基本构想.  相似文献

The reproductive capacity of Taraxacum officinale s.l. (two morphological forms: T. off. f. dahlstedtii Lindb. fil. and T. off. f. pectinatiforme Lindb. fil.) under conditions of chemical environmental pollution was studied in years differing in weather conditions. The number of generative shoots in plants increased along the toxic load gradient, which led to an increase in the total number of seeds and the weight of filled seeds. The relative energy value of seeds was determined from the amount of plastic substances in them. The number of seeds was shown to increase at a considerably higher rate than the energy expenditures for the formation of each seed. A general principle was revealed that determines the energy expenditures for the formation of a normal seed in both T. officinale forms under different weather conditions and under the chemical pollution of the environment.  相似文献

本文运用IPCC的二氧化碳排放量测算方法,在省际层面测度了我国家庭部门直接能源消费碳排放,并基于扩展的STIRPAT和Kaya模型,构建家庭部门直接能源消费碳排放影响因子动态面板数据模型,对我国2003-2012年分省面板数据样本及城乡子样本进行系统GMM估计。本文研究表明,第一,我国城乡家庭部门碳排放总量和人均碳排放在近十年都呈快速上升趋势,家庭部门碳排放的空间分布具有明显的地域差异特征,高碳排放地区主要集中在东、中部地区,西部地区的碳排放水平较低;第二,城乡家庭部门生活能源消费的上期碳排放量对本期碳排放产生重要的正向影响,这反映出我国家庭部门碳排放具有显著的惯性特征和路径依赖性,是一种动态自适应机制;人口规模、居民消费水平、能源消费结构、碳排放强度、能源消费强度和城镇化因素,都对我国居民能源消费碳排放总量及人均碳排放具有显著的影响,城乡之间的家庭能源消费碳排放驱动因素存在差异。本文研究得到如下启示及政策含义:家庭部门碳减排将是一个有步骤、分区域的渐进过程,我国碳减排政策应当兼顾消费升级和碳排放的双重目标,努力构建分层次碳减排的适应性预期机制。具体而言,一方面应着眼于引导和激励居民低碳消费,缓解人口规模增加、消费水平提升和城镇化对家庭部门碳减排的压力;另一方面要通过能源价格改革、财政政策和环境规制政策等优化我国能源消费结构,不断降低煤炭消费比重,提高清洁能源的消费。同时,通过技术创新、设备改造等科技手段提高煤炭利用效率,降低碳排放强度,这些政策将更有利于城镇家庭部门碳减排。  相似文献

The East Asian economy has been growing fast in recent years, and environmental stresses are building up rapidly. Transboundary air pollution, water shortages, drinking water contamination, freshwater and marine pollution, deforestation, climatic disasters, and other environmental problems are becoming serious threats to the well-being of people in this densely populated region. The ESI (environmental sustainability index) reported by the World Economic Forum in 2005 is a good indicator of the environmental status of the region; most East Asian countries ranked at the bottom. East Asia is not moving toward a sustainable society, and the environment will not sustain the current rate of economic development for long. The traditional culture of East Asia used to be sustainable, so we can learn much from our traditions. Land use should be planned from an ecological point of view so as to best preserve the land’s productivity and stability. There should be definite goals as to where and how much to preserve the three important ecological bases: forests, coastal wetlands and agricultural farms. The forest is the base for the terrestrial ecosystem, including flood control, water resources, and climate; the coastal wetland is the base for the marine ecosystem; farmland is the base for producing food. Within these defined goals, limits should be set on how much land can be utilized for activities like urban development, manufacturing, and recreation. Limits on the pollution load resulting from such activities should be set so as not to irreversibly damage the environment. Economic development should be planned to allow the use of energy and resources only after satisfying these constraints.

An improved energy demand forecasting model is built based on the autoregressive distributed lag (ARDL) bounds testing approach and an adaptive genetic algorithm (AGA) to obtain credible energy demand forecasting results. The ARDL bounds analysis is first employed to select the appropriate input variables of the energy demand model. After the existence of a cointegration relationship in the model is confirmed, the AGA is then employed to optimize the coefficients of both linear and quadratic forms with gross domestic product, economic structure, urbanization, and technological progress as the input variables. On the basis of historical annual data from 1985 to 2015, the simulation results indicate that the proposed model has greater accuracy and reliability than conventional optimization methods. The predicted results of the proposed model also demonstrate that China will demand approximately 4.9, 5.6, and 6.1 billion standard tons of coal equivalent in 2020, 2025, and 2030, respectively.  相似文献

This report summarizes the results of two studies of electricity supply for Europe (EU), the Middle East (ME) and North Africa (NA) up to the year 2050. It shows that a transition to competitive, secure and sustainable supply of electricity and water is possible using renewable energy sources, efficiency gains and fossil fuel backup for balancing power. A strong cooperation between the EU and MENA for the market introduction of renewable energy and the interconnection of the electricity grids by high-voltage direct-current transmission are keys to the success and survival of the whole region. However, the necessary measures will take at least two decades to become effective. Therefore, adequate policy and economic frameworks for their realization must be introduced immediately. The importance of sustainable energy for the security of freshwater supplies in MENA is also described.
